[root@alanstudio]# which festival; rpm -qa |grep festival

Check festival package is installed or not, if yes skip this festival installation.

[root@alanstudio]# yum install festival

Or

download the tar file to compile from original site:
http://www.cstr.ed.ac.uk/projects/festival/download.html
